Only include locales that have been over 90% translated

As a follow up to the discussion in #61 (closed), there were recent changes to how translations are handled in https://gitlab.torproject.org/tpo/translation. We no longer have access to a _completed branch, and this repo is now full of partial or unstarted translations.

Let's only copy over the folders for locales that are over 90% translated.
