fix: bring back "Run when browser is closed"

WofWca requested to merge WofWca/snowflake-webext:fix-run-in-background into main

in Chromium. It was removed in the Manifest V3 migration: !78 (merged)

Closes #102 (closed)

I tested this only on the MV3 version. Probably need to check out other builds.
