Client: add config option to filter out IP address used for ICE

ICE implementations where such issues can arise are RECOMMENDED to provide a programmatic or user interface that provides control over which network interfaces are used to generate candidates.
In some cases, providing an IP address as candidate could also save one STUN connection. While we still use STUN servers to determinte NAT type on the client side, this could be helpful when censors are targeting STUN servers.
