Snowflake partially blocked in Russia 2024-11

We're seeing some evidence that Snowflake is partially blocked in Russia. Our vantage point measurements are showing that most Snowflake connections are not fully bootstrapping. This seems to apply to a variety of rendezvous methods.

We originally thought the inconsistency might be due to some outdated rendezvous configurations, but after updating the vantage point and our defaults, we're still seeing a low rate of connection success.
