Add prometheus alerts to indicate potential censorship events

We have a few prometheus alerts configured for Snowflake, focused on anomalous NAT type counts that indicate failures or need to increase the size of our proxy pool.

As part of #40394 (closed), we want to look into using the prometheus metrics we gather at the broker to indicate potential censorship events.
