Investigate reported inconsistencies with probetest since upgrade

We've had some reports from standalone Snowflake proxy operators that their proxies are showing more inconsistencies with their NAT check results since we reinstalled the Snowflake broker (#40349). Probetest has always been a little unreliable, but it's worth looking into this now to see if we can improve the consistency of the results.
