update .gitlab-ci.yml

This updates the .gitlab-ci.yml to build on Android/gomobile, the latest golang v1.13 and v1.14, and then on Ubuntu using as many system packages as possible. The Debian job is meant to make it easy to track what it needed to get snowflake packaged for Debian.
