Rdsys Intergration for WebTunnel

This pull request add rdsys integration to webtunnel.

This will allow user add the following line to torrc in order to upload bridge access info.

ServerTransportOptions webtunnel domainname=*** port=443 path=***

Additionally, webtunnel will upload its version as publicVersion automatically for analysis.
