Ignore functional/ratio based on the number resources

We were caculating the fraction of functional/accepted resources based on the number of resource type. Having all webtunnel resources being untested, as onbasca doesn't have support for them, was making rdsys ignore the bandwidth ratio.

Let's calculate the fraction of working resources based on the number of resources instead of the number of resource types.

Onbasca is not able to test webtunnel bridges for now. Let's distribute resources that are untested so we don't block the webtunnel distribution.
