core: propagate non working bridges to distributors

meskio requested to merge meskio/rdsys:propagate_non_working_bridges into main

Distributors should know of bridges that have stopped working. Let's tell them that those are gone.

Reduce https logs. Don't log empty types on requests, those seem to happen continuously (I guess some kind of crawlers). And remove a ResposeWriter error making sure headers are set only once.
