Mark full update resource diffs

meskio requested to merge meskio/rdsys:gettor_subject into main

Signal clearly when a resource diff is a full update, and handle them properly on applydiff.

Resolves: #123 (closed)

Plus two other fixes needed by gettor:

  • Don't add duplicated links to gettor distributor
  • An email line might have less than 3 chars
