smallerRichard's obfs4 port is closed

smallerRichard is 144.217.20.138:80 FB70B257C162BF1038CA669D568D76F5B7F0BABB, added in tpo/applications/tor-browser#28185 (closed). The bridge is running but its obfs4 port is closed.
