add a third pool to the telegram bot

The new pool is the only one that gets bridges blocked, the mechanism of splitting the bridges depending of the age of the account works. But the new pool is getting many requests that might get bridges that are already blocked. I have the feeling that the minimum age required is too high. Lets divide it in two by age of the accounts and see if the censor is still only blocking the newest one and if we can keep more users in the pools that are not being blocked.
