Bug 40007: Port external helper app prompting

Matthew Finkel requested to merge sysrqb/android-components:bug_40066_00 into android-components-91.0.12-11.0-1

Together with the corresponding fenix patch, this allows all startActivity that may open external apps to be replaced by TorUtils.startActivityPrompt.
