Allow building instrumented tests for variants other than debug

This is desirable for tor-browser#34180 (moved). The alternative is to run the tests in debug variant only, but I think being able to run these in release and beta/alpha is better. There's https://github.com/mozilla-mobile/fenix/issues/16120 on the Fenix side.
