Remove V2 Deprecation banner on about:tor for Android

As with this ticket for desktop: tor-browser#40545 (moved), let's remove the V2 Deprecation banner from about:tor on Android too.

This will have the added benefit of temporarily fixing #40176 (closed) as well, which seems to be occurring more frequently than we originally thought.
