Change Description

Removed "Customize homepage" button on the quick settings screen and the "Homepage" button on the settings screen, which both go to a screen that we don't use. See related issue (tor-browser#42158 (closed)) for screenshots

How Tested

verify that that those two buttons are gone and that there is no way to get to the customize homepage screen.
