Bug 41972: Disable mozilla onboarding

Disable android onboarding.

tested: deleted app data, ran, went straight to tor bootstrap

Ideally this will stop onboarding from launching and invoking nimbus and causing tor-browser#41972 (closed) but I can't reproduce it so I can't confirm. Likely will have to test in nightly, either way tho we wanted to kill the onboarding 😄
