Change Description

In tor-browser!852 (merged) I added a reference also to a torrc-defaults file to define PTs and their default config, however we don't ship it yet.

I think that for practical reasons, it's easier if we ship it in the firefox-android, until we figure out a replacement for tor-android-service and tor-onion-proxy-library (tor-browser-build#41010).

At that point, we should remove that file from here.

How Tested

Copied the file on top of the branch to enable the new UI, and enabled the light censorship simulation (torbrowser.debug.censorship_level set to 1).
