Change Description

This change should make about:tor close after the app is resumed if it ever gets displayed. It also improves handling of about:torconnect, making it just clear the specific tab instead of all tabs.

How Tested

Connect to tor using the new HTML UI connection assist, background the app overnight (without opening any tabs), comeback and notice the lack of a broken about:tor page
