Change Description

Handles what screen to show within onResume() (which is called whenever the app comes back from being backgrounded) based on the torController's lastKnownStatus. We need to do this because when the app was backgrounded the viewModel doesn't currently update with onTorStatusUpdate() like it normally does

How Tested

Background the app while bootstrapping and come back when it should be bootstrapped and observe it behaves as expected
