Bug 1890817 - Run ipdl.py in distributed r=nika

Slightly restructure the script to be compatible with multiprocessing,
but in a non-intrusive way: guard execution by __main__ and use shared
containers for shared states.

Avoid a redundant parser call (even if cached).
