Bug 1834830 - Avoid an OOM crash in fetching the pdf stream in GeckoSession r=geckoview-reviewers,pdfjs-reviewers,amejiamarmol,ohall,marco

When saving, the pdf data were fetched in JS and then passed to Java in using a message.
But with large pdf, it was possible to not have enough memory to allocate for the message.
Hence the idea is to just pass the blob url to Java and then stream the data.

clang 17 is making void* deref a non-disablable error, and this tests
relies on the deref "error" being disablable. Arranging things to make
it not deref makes not different from test_ref_9, so remove it.

The spec does not seem to require a current context, so there's no reason
to require it here. If later calls within
`HTMLCanvasElement::CaptureStream` need a current context, they'll have
their own failure messages which will hopefully clarify where exactly we
need the context to exist.

It seems safer to select signing by default, and notarization only on
select production projects, otherwise project branches such as toolchains
break because they end up requiring notarization jobs that are filtered
out by not being level 3.
