Bug 1820141 - improve accessibility for PiP subtitles panel r=pip-reviewers,bnasar,fluent-reviewers,flod,mhowell

This patch makes the subtitles settings panel easier to understand when using a screen reader, as well as
easier to navigate when using keyboard. Accessibility improvements include:

- announcing the panel when tabbing to it
- setting focus on the first interactable element when opening the panel
- announcing label for subtitles toggle and group label for font size radio buttons
- setting `aria-expanded` attribute to notify users that the subtitles video control has a collapsable panel

Keyboard improvements include:
- ESC key closes panel when open
- setting focus on the subtitles video control after closing the panel with ESC key

It should be OK to wait remote texture ready of offscreen canvas at WebRenderImageHost. Offscreen canvas uses ImageBridge. And ImageBridge works asynchronously.

WebRenderImageHost::UseRemoteTexture() is split to WebRenderImageHost::PushPendingRemoteTexture() and WebRenderImageHost::UseRemoteTexture(). It is for handling RemoteTexture ready callback in WebRenderImageHost.

This adds 2 additional pieces of information: the name of the call-site
which created the `ThenValue`, and the error code returned from the
`nsIEventTarget::Dispatch` call, if it occurred.

This will provide more context for errors from AssertIsDead to allow
finding the code which is buggy (using the call-site), as well as the
situation where the behaviour is happening (as we'll be able to know if
the issue is caused by the Dispatch call failing).
