Bug 1811187 - Add a clear button to the date picker panel. r=fluent-reviewers,desktop-theme-reviewers,dao,flod

Adding a button to the datepicker panel to clear the `<input
type=date>`/`<input type=datetime-local>` value with two clicks total,
as requested by users.

The visual appearance got a thumbs up from the UX for the current style
of the browser provided picker UI.

browser/confvars.sh contains a comment with "MOZ_BRANDING_DIRECTORY" in it, so
"if key in line:" was True, even though the rest of the code to determine a
value failed silently.
Address the problem with multiple checks: Strip whitespace from either end of
the line, and skip comment lines. And, if value is not set, don't return yet.
This is more than strictly necessary to fix the immediate problem, but should
avoid similar bugs later.

I'm seeing this fail locally when the tests are run with GC zeal. I don't know
why this is not showing up on infra.
