In order to remove uses of ResidentUnique on MacOS this patch disables
GatherTotalMemory in its entirety (rather than provide inaccurate telemetry).
I will follow up with a patch that uses task_info phys_footprint to re-enable
it.

Bug 1787926 - Don't add async dependency on modules that have finished evaluating. r=yulia, a=RyanVM

The problem is that we're waiting for an import to finish evaluation after it
already has.

I think this a problem with the spec, related to the change from
AsyncEvaluating to AsyncEvaluation here:

Previously we wouldn't add an async dependency when the required module's
AsyncEvaluating field was false, which was the case after evaluation had
finished. Now this is never set to false so we always add the dependency here
and there's nothing to trigger evaluation of the importing module.

Bug 1785801 - Make `RangeUpdater::SelAdjJoinNodes` take the ex-offset of right node. r=m_kato, a=RyanVM

In bug 1739524, I misunderstood the meaning of `aOffset` of `SelAdjJoinNodes`.

After joining 2 nodes, and a point points right node which will have ex-left
node content, the point needs to point ex-start of the right node to keep
next insertion point as-is.  Therefore, it's not useful with new join nodes
direction, it needs to know the ex-offset of the right node.

There will be changes in mozilla-beta that will increase the frequency of pushes. This will increase the load on our android devices so this patch will limit the amount of tests to be run nightly rather than on every push.

Bug 1786262 - Extension sidebar panel should be reloaded as part of reloading the sidebar on browser locale changes. r=jaws, a=RyanVM

In the regressing change part of Bug 1755181 (https://hg.mozilla.org/mozilla-central/rev/00c77cbfd73a),
SidebarUI observes "intl:app-locales-changed" and calls `SidebarUI.hide` and `SidebarUI._show(this.lastOpenedId)`
if the sidebar was open, that is enough to correctly refresh sidebar panels part of the browser but it is missing
the additional call to `SidebarUI._loadSidebarExtension(commandID)` that both `SidebarUI.show` and `SidebarUI.showInitially`
call once `SidebarUI._show(...)` promise is resolved.

This patch includes a new test case to explicitly cover the behavior expected on extension sidebar panels
(added to browser_sidebar_app_locale_changed.js along with the tests covering the expected behavior for
the browser integrated sidebars) and replaces the call to `SidebarUI._show(...)` with a call to `SidebarUI.showInitially`
(mainly because the associated jsdoc inline comments explicitly states that showInitially is intended to be used
when the sidebar is opened automatically and not triggered by a user interaction with the sidebar UI, which seems
to fit better then show for this particular case).

The code that bug 1754436 deleted checked to make sure there was a widget for the returned view, but it looks like it's possible in some edge cases to have an open popup that doesn't have a widget (most likely just for a split second). We need a widget to dispatch the event, and if it doesn't have a widget it's not visible so no point in touching it at all anyways.
