Change Description

While we're working hard on tor-browser#41112 (closed) and its dependencies, this patch is the backup plan for #110 (closed) not to scare users without enough context and better UX.

It automatically disables TabGuard for now, and provides additional meta data to help future NoScript versions enable it back when we've got a better UX.
