Add an option to create zip files using 7z

In zip (defined in lib/RBM/DefaultConfig.pm) we use the zip command to create zip files.

In tickets like #41080 it would be useful to have an option to use 7z instead.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
