Bug 40055: Add support for zst in compress_tar

boklm requested to merge boklm/rbm:bug_40596 into main

Tested in tor-browser-build with ./rbm/rbm tar tor, after setting compress_tar: zst in rbm.conf, and it creates a tar.zst file as expected.
