If we detect the tag we would use for build does not match the HEAD of
the branch we are using, bump it preemptively.
Normally, we would add that tag when ready to build, so this change
can help us in case we forget to.
If the script is overzealous, we can change the build number before
committing.

This commits implements --include-from to get linked issues from many
issues (potentially all the alpha release preps).
It also implements --exclude-from to avoid including issues that were
already linked to other rel preps (potentially the previous stables).

Also, make sure to look only for currently open issues, otherwise all
the various alpha relpreps would be matched when specifying the version
number.

That file is not used anymore, and it was supposed to not exist, but it
has been deleted only from the en-US directory in translation.git.

The `Exec` entry from the .desktop file included in the rpm and deb
packages was missing the `%u` parameter.

Add var/faketime_date, in order to use it in an external script.
At the same time we add var/faketime_setup to avoid duplicating the
lines setting up faketime.

Also, disable the check for Go updates in our release preparation
script, as the Go version we use is EOL.

This script was removed a while ago, but it was still referenced in
some Makefile targets.

The check for modified files from other channels was inverted.

With #40964 we started using a new subkey for signing alpha releases.
We now start using the new subkey for signing stable releases too.

NoScript was marked as a Tor Browser-only update but it is actually a
common one, like Firefox.
