Go 1.21 removed support for Windows 7 and 8.
However, Firefox still supports them, so some users try Tor Browser but
cannot use PTs.
We cannot replicate the problem on our Windows 7 systems, but using Go
1.20.x for Windows should solve the problem for them.
Snowflake is still on 1.21 because it is needed for some Pion changes.

Pass the new version of components as arguments to avoid having to
change the changelog output after it has been generated by the script.

Add a file to make it easier to detect the version of Mullvad Browser
installed, like the tbb_version.json file we have in Tor Browser.

Bumped the tags to include the changes in handling self-signed
certificates for onion sites and the Android backports.

Also, updated the translations to prevent possible Android build
failures.

Since we don't have a `-nightly` target anymore, we don't need to keep
`-alpha` in the other targets.

Since after #40948 we don't check lyrebird-vendor sha256sum in nightly,
we don't need to use the `go_vendor-lyrebird-nightly` makefile target
anymore.

~/ is expanded by the shell issuing the command, so it results in the
local home directory, not the remote one.
However, since we are using a path that is relative to the home, we
can simply use a relative one.

Nvidia drivers create a shader cache in $HOME/.cache/nvidia by default.
However, it can be easily disabled with an environment variable.

This reverts commit a2196928.
