Improve localization support

In #40057 (closed) we integrated localization into the fenix build process, but we can improve it.

  • Extract the correct locales from l10n-central
  • List only supported locales in the language list
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
