Create Release Prep issue template

So there's a set list of things that need to happen for each Tor Browser (Desktop|Android) Release. We should create an issue template both to document what those things are, and as a way to track that they have occurred.

@aguestuser I'll commit the initial template, if you could follow up with a afixup for the Android specific steps that'd be swell.
