Resume sending emails to tor-announce for Tor Browser stable releases

In the past we used to send emails to the tor-announce mailing list for Tor Browser stable releases, but we stopped at some point. Yesterday some people were saying in the #tor irc channel that they are missing those emails.

@richard: if you are not already, you may need to be added to the list of allowed senders on that mailing list.
