Reproducible build of the the lox client library to wasm

Now that we've enabled the wasm target for the rust compiler (#40818 (closed)), we can reproducibly build the wasm and javascript bindings for the lox client library (https://gitlab.torproject.org/tpo/anti-censorship/lox/lox-wasm)
