Update NSIS to 3.09

There is a new NSIS version.

It does not resolve much, but it will allow us to drop the patch that we had to add for the broken ASLR.

Also, while we're at it, we could set SOURCE_DATE_EPOCH and drop the patch for --no-insert-timestamp.

An example DLL doesn't observe this env variable. While I don't think this influences the generated installers, making it follow the variable makes comparing the hash of archives from out/nsis possible. So, I wrote a small patch and I sent it also upstream, maybe they'll include it in NSIS 3.10.

However, we're done here.
