Update NSIS to 3.09
There is a new NSIS version.
It does not resolve much, but it will allow us to drop the patch that we had to add for the broken ASLR.

SOURCE_DATE_EPOCH
and drop the patch for--no-insert-timestamp

An example DLL doesn't observe this env variable. While I don't think this influences the generated installers, making it follow the variable makes comparing the hash of archives from
out/nsis
possible. So, I wrote a small patch and I sent it also upstream, maybe they'll include it in NSIS 3.10.However, we're done here.
