Make xz multi-threaded

In some parts of the build (like projects/firefox), we create some tar.xz files. To make creating those files faster, we should enable xz multi-threading, by setting the env variable XZ_OPTS=--threads=$num_procs.

We should also check that the archives are still reproducible when multi-threading is enabled.
