Fix incrementals after #40829

Probably due to the change from #40829 (closed), incremental fail to build on nightly builds: https://nightlies.tbb.torproject.org/nightly-builds/reports/r/tor-browser-2023-08-23/results-tor-browser_build/torbrowser-incrementals-nightly-linux-x86_64.build.txt

We need to make the same changes we did on projects/release/update_responses_config.yml to tools/signing/nightly/update-responses-base-config.yml, and checkout the new commit on tbb-nightlies-master.torproject.org.
