Update Snowflake to 2.8.1

From @cohosh's status report:

  • Released version 2.8.1 of Snowflake

So, should we update to Snowflake 2.8.1?

Also, can we switch to signed tags while doing so? We have an AC team keyring now.

Finally, I think we need a better way of catching new PT releases if we are the ones who should update them 😅.
