Tor Browser 13.0 and newer doesn't start on macOS when installed via Telegram

Reported by some users and by @nina in #41020 (closed).

It seems Tor Browser installs as expected, but then it can't be launched.

She tested on a 14.3.1 (Sonoma) M1 Mac.

I tested on 10.15 x86, and it worked.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
