Add generate_gradle_dependencies_list-$project makefile targets

We have a get_gradle_dependencies_list-application-services makefile target, but it doesn't seem to be working.

It looks like it was half removed with #41485 (closed).

I think we can fix it so that running make get_gradle_dependencies_list-application-services outputs the gradle dependencies file as out/application-services/gradle-dependencies-list-$version.txt.
