Change Description

Set SOURCE_DATE_EPOCH once in set_default_env rather than in an ad-hoc fashion in build scripts. NOTE: there is still one more manual invocation in memdebstrap-image's pre step, as it does not invoke the set_default_env function.

How Tested

Preparing two fake alphas on tb-build-02 and tb-build-03 to ensure reproducibility is maintained.

NOTE: please merge at the same timem as !1027 (merged) to minimise build churn for folks.
