Change Description
This MR closes issue #41266 (closed) and adds full support for building the Tor and Mullvad Browsers for Linux aarch64, except for deb and rpm packages. It does not add linux-aarch64 as a platform built by default by the browser-all and browser-all-desktop targets, nor it touches the updater. linux_packages and browser-all/browser-desktop enablement are left for later MRs (these are ready).
How Tested
Building and testing the Tor Browser for linux aarch64 almost on a daily basis for months. Tested to work from Debian 9 to Fedora 40.
