Change Description

1. Adds a bash script to run just after signing for creating the release tag and pushing it, the release branch and the relevant tags to Mullvad's (Github) repository.
2. Modifies Gitlab templates to reference it.

How Tested

Used today to publish Mullvad Browser 15.0a1 after signing it.
