Bug 40446: Switch to mozilla99-based TBA 11.5

With this MR we switch TBA 11.5 alpha from Mozilla 96 to 99 (#40446 (closed)).

It also includes changes to test the QA APK with the latest Android versions (#40202) and to use Clang 13.0.1 to build Geckoview (#40433 (closed)).
