Release prep for Tor Browser 11.5a11
@boklm: I had to tweak the go config a bit since @aguestuser updated Go to 1.18.1 (which is broken for macOS #40464 (closed) )
Otherwise this should be fairly straight forward. I'm doing a test run on tb-build-03
