Bug 41099: Update+comment the update channels in update_responses.config.yaml
This primarily updates minRequiredOSVersion for macOS to 16.0.0 from 13.0.0 but also adds some comments defining the various channel update options and removes some very deprecated options (osx32->osx64 upgrade path and Portuguese langpack migration path)
