We currently don't have this script in maint-13.0, but if we cherry-pick the original commit we should also cherry-pick this one.

Change Description

The upload sha256sum script wasn't working for me because the home directory in my local machine is different than the one in people.tpo (~ is expanded by the local shell).

So, I changed target_dir to be relative, since it'll be resolved relatively to the home directory anyway.

How Tested

Uploaded 13.5a2 with the changed script.
