Change Description

We add a -build2, forcing linux-packages to be rebuilt. Now that var/browser_release_date is in the past, the build should be reproducible (so we don't need to change anything to fix the issue).

We also add a comment about this to rbm.conf and release prep issue templates.

Because of rbm#40076 (closed), the windows browser might get rebuilt.

How Tested

I built mullvadbrowser-alpha with this commit on tb-build-02 and tb-build-03 and got matching builds.
