Closes #40011 (closed).

I fixed most of the tests, but with this there is still a failure only with xvfb in 84, the assert in https://gitlab.torproject.org/acat/tor-browser-bundle-testsuite/-/blob/b1d93a3c91c8e29ee3bca37f9c11d55e63a5c2b5/marionette/tor_browser_tests/test_security_level_ui.py#L68 fails (apparently it's not visible when the security level button is clicked, but only with xvfb). I could not find a simple way to fix that, so I can open a separate issue.
